
The Implementation Review Mechanism is structured into phases, each of which consists of two cycles.
For the first phase of the Review Mechanism, the first cycle is largely complete and remains open, in particular for States that became party to the United Nations Convention against Corruption after the first reviews started in 2010. The reviews in the second cycle remain ongoing.
The Conference of the States Parties to the Convention and the Implementation Review Group have begun preparations for the design and launch of the second review phase.
In 2025, the Conference of the States Parties adopted a key resolution launching the second phase of the Mechanism for the Review of Implementation of the United Nations Convention against Corruption (resolution 11/2). This important resolution determines the starting date for reviews to commence in May 2027 and defines the scope, thematic sequence and details of the second review phase.
Adopted by consensus, the resolution reflects States Parties’ steadfast support to the Mechanism as an essential tool to promote the implementation of the Convention, constructive collaboration and cooperation, and represents the fruits of over three years of constructive dialogue that began in the Implementation Review Group (IRG) in 2022. The resolution strengthens the efficiency and effectiveness of the Mechanism in key areas such as technical assistance, transparency and visibility of review outcomes, the role of non-governmental stakeholders, and a regular follow-up process, consistent with its guiding principles.
As background, the resolution builds on Conference decision 10/2, which extended the duration of the second cycle of the first review phase until June 2026 and tasked the IRG with continuing discussions on assessing the Mechanism’s performance as well as on the scope, thematic sequence and details of the next review phase. The aim was to provide recommendations to the Conference at its eleventh session and launch the next review phase as soon as possible.
To prepare for the second review phase in line with resolution 11/2, a roadmap for the implementation of Conference resolution 11/2 was presented to States Parties, which will guide the preparations for the second review phase in the period ahead.
Notes verbales in preparation of the second review phase continue to be circulated by the secretariat inviting contributions from States Parties on key aspects of the upcoming review phase and to support the deliberations of the IRG.
